Rails are more efficient and faster than ships for carrying freight. This is the key to financing the project economically. You need a cost benefit analysis for the amount saved by shipping by rail. Next, the increase in trade due to the decrease in waiting time for goods. Mineral rights are also a good idea but the fundamental economic issue is efficiency of transportation. I don't see anyone talking about this. Is this being studied?

I saw a special on this on Discovery Channel. Looks like it will be a difficult project if someone can overcome the first challenge of $$$.
